How to avoid a new arms race, by By Ivanka Barzashka, Timur Kadyshev, Goetz Neuneck, and Ivan Oelrich, Bulletin of the Atomic Scientists, July 25, 2011
"...Cooperation between USA and Russia in the search of complex solutions to the problems discussed in this article will allow not only to create conditions for the next phase of reductions towards numerically lower levels of their nuclear arsenals, but also to transform relations between the two countries from confrontational to confident and partner-like, which, in turn, will facilitate departure from nuclear deterrence in their bilateral relations."
"...There is no logical reason to maintain Launch on Warning. It is to the equal advantage of both sides even if only one changes its policy to RLOAD, and if both adopt RLOAD then one of the most likely causes of an unintended nuclear war between Russia and the U.S. – an accidental war due to a false warning – will be eliminated," Phillips and Starr believe.
On September 22, 2005 the State Duma approved in the first reading the draft Federal Law on the FY 2006 Federal Budget.
"...the draft Federal Law on FY Federal Budget does not meet the requirements of the Federal Law on Ratification of the SORT Treaty because it does not provide for priority financing of strategic nuclear forces," Pyotr Romashkin believes.

On September 22, 2005 the State Duma approved in the first reading the draft Federal Law on the FY 2006 Federal Budget. Col. Pyotr Romashkin (Ret.), an expert on defense and security issues, gave an exclusive comment to our website site: Russian FY 2006 Federal Budget and SORT Treaty (November 1, 2005).
"...This report is one of the best recently published studies of the process of Russian and U.S. offensive strategic arms reductions..." (Problems of Global Security)
"...Besides its practical value, the report is also interesting due to the fact that it is one of the first examples of detailed scientific analysis of a complex military-technical problem, made by an independent analytical think-tank. In the long run, efficiency of civil control over military forces depends on whether or not a system of independent expertise is created..." (Nezavisimoye Voyennoye Obozreniye)

"A veritable treasure trove of information for all students of Russian nuclear weapons and strategic policy questions." -- Sidney D. Drell, Professor Emeritus, Stanford University
The purpose of the StAR Site project is to monitor and facilitate discussions on problems of nuclear reductions in public media, keep up-to-date information on new releases of other arms control organizations.
The issues discussed include strategic stability, ballistic missile defenses development plans, possible steps for further reductions of U.S. and Russian strategic arsenals, future of Russian strategic forces and role for Russian nuclear weapons. We specifically focus on the problems, which exist because of differing approaches of the U.S. and Russia. Our goal is to provide timely and comprehensive coverage of these problems and to help Russian audience to learn the views expressed in the United States and other countries, and respectively - to help Western audience to learn about the Russian views. Many of the listed documents, including the papers by Russian authors, are available in Internet as well as the U.S.- Russian official disarmament agreements. Besides that, you may find this site helpful for search of other sources of information on nuclear disarmament issues.
